You don’t need a mandate to leave an Org better than you found it. You can make the org a better place if you want to, just do it.
Say the business asks for a change touching five Flows. They don't care how; they care that it works. That gap between the ask and the implementation is yours to use. Maybe those five Flows collapse into one. Nobody asked you to notice that, you noticed it anyway because you care about the health of your system.
You meet the requirement, the business gets exactly what they asked for, and the Org quietly gets a little better. No steering committee needs to approve you writing one good Flow instead of a sixth mediocre one.
